This place is about $13 more than the other place...so if ten days obviously $130 more total. I can't tell which place is better. It seems more family run and we can rent bicycles for less than $5 for the week! They do have a curfew but the owner said he would give us a key to get back in afterhours. Another thing is if our party turns out to be more than 4 people this place only has two rooms with private baths...although I guess a bath can be shared.

The basic difference is that the previous place is in Asakusa and this place is in Ueno. Which seems more interesting to you to hang out in?
